Safari open source?!?

» Jobs does Windows with open source | Open Source | ZDNet.com: "Now Jobs has combined the two trends by releasing a Windows version of his Safari browser, as open source."

Safari is open source?!? Since when. I knew the safari engine was open source, but not the browser!

If you think I'm nitpicking consider this. The Safari engine just draws whatever (usually HTML) that you tell the browser to download. But the browser is a lot more. Such as the windows around the engine, bookmark handling and so forth. For instance, if their is a bug in the Proxy settings, I can't just download the code for the Safari browser and fix the bug. Unless I am missing something here (in which case please leave a comment), Safari is not open source!
